Director, SBIC Advisory

About Sierra Capital Partners
Sierra Capital Partners is an SEC-registered investment adviser founded in 1998, managing approximately $1.7 billion in assets. We work with Ultra High Net Worth Clients and Foundations and have developed a practice advising mid-size banks on structuring and implementing SBIC investment programs tailored to their CRA and investment objectives. Our proprietary analytics platform evaluates 4,000+ banks and 300+ SBIC managers across CRA alignment, geographic fit, fund quality, and regulatory positioning. We provide end-to-end advisory: manager due diligence, investment committee preparation, CRA reporting, ALCO meeting prep and ongoing performance monitoring.

The Opportunity
We are building the definitive advisory platform connecting banks to the SBIC program. This role is the centerpiece of that effort: we are looking for a senior professional who has lived inside a bank SBIC program, understands the regulatory mechanics, and can guide new bank clients through the entire process — from initial CRA analysis through manager selection, investment committee approval, and ongoing portfolio management. You will also be the primary relationship with SBIC fund managers, developing deep insight into who is raising capital, what strategies they are deploying, and where they plan to invest.

Bank Advisory & SBIC Program Management (~70%)

  • Identify and engage banks that would benefit from an SBIC investment program but do not currently have one in place, or whose existing program is underperforming and needs professional management.
  • Serve as the primary point of contact for bank clients; guide them through the full lifecycle of establishing and running an SBIC program
  • Conduct CRA and investment analysis for prospective bank clients, leveraging Sierra’s proprietary matching platform to identify optimal SBIC opportunities
  • Prepare investment committee materials, ALCO/board presentations, and CRA documentation tailored to each bank’s regulatory profile and investment policy
  • Objective: manage 15–25 active bank relationships as programs mature; set agendas, drive outcomes, and ensure ongoing portfolio performance
  • Oversee quarterly reporting, capital call processing, and valuation updates for client SBIC portfolios
  • Coordinate with bank compliance, legal, finance, and risk teams to ensure seamless program execution
  • Synthesize portfolio insights and deliver decision-ready updates to bank senior stakeholders
  • Hand-hold first-time SBIC investors through every step — from “What is an SBIC?” to committed capital deployment
  • Coordinate with funds and banks so banks have an avenue to provide services to underlying portfolio companies and fund managers.

SBIC Manager Intelligence & Sourcing (~30%)

  • Build and maintain relationships with SBIC fund managers to understand their investment strategies, fundraising timelines, geographic focus, and appetite for bank LP capital
  • Track the SBIC fundraising landscape: monitor SEC Form D filings, SBA license activity, SBIA events, and manager outreach to maintain a real-time view of who is raising and who has capacity
  • Conduct due diligence on SBIC managers — evaluate track record, loss history, team stability, CRA reporting capabilities, and MSA allocation willingness
  • Match active SBIC fundraises to bank clients based on CRA geography, risk appetite, investment capacity, and strategic fit
  • Attend SBIA conferences, CapitaLinx events, and industry forums to source new manager relationships and stay current on market trends
  • Contribute to Sierra’s proprietary intelligence platform by enriching manager profiles, validating fundraising signals, and refining the fundraising-intent scoring model

Qualifications

Required

  • 7+ years of experience in banking, investment management, or financial advisory, with direct, hands-on experience running or overseeing an SBIC investment program at a bank or advising banks on SBIC investments
  • Deep understanding of CRA regulatory requirements and how SBIC investments satisfy community development investment obligations
  • Experience preparing investment committee materials, board presentations, and regulatory documentation for bank stakeholders
  • Established relationships (or demonstrated ability to build them quickly) with SBIC fund managers, placement agents, or the broader SBA/SBIC ecosystem
  • Strong financial analysis skills: comfortable evaluating fund performance, loss analysis, capital structure, and portfolio risk
  • Exceptional communication skills — able to translate complex regulatory and investment concepts for bank executives, compliance officers, and board members
  • Entrepreneurial spirit to build a business and manage it.
  • Bachelor’s degree in finance, economics, accounting, or a related field

Preferred

  • MBA, CFA, or equivalent advanced credential
  • Prior experience at a community or regional bank ($2B–$50B in assets) in a CRA, treasury, or investment role
  • Familiarity with SBIC program mechanics: SBA licensing, leverage tiers, debenture structures, Form 468 reporting
  • Experience with SEC filings (Form D, 10-K) as intelligence sources for competitive and fundraising analysis
  • Comfort with data-driven tools and platforms; ability to leverage proprietary analytics for client-facing work
  • Existing network within the SBIA, CapitaLinx, or lower-middle-market private capital community

What Success Looks Like

  • Within 12 months: Managing 4–7 active bank advisory engagements and independently leading client-facing meetings
  • Within 18 months: Established as the go-to resource for bank SBIC program design; relationships with 30+ SBIC managers; contributing to Sierra’s fundraising intelligence pipeline
  • Within 24 months: Managing a portfolio of 10–15 bank clients through various stages of SBIC program maturity; recognized as a trusted advisor by clients and managers alike
